China's monitoring instrumentation needs to be modernized

Introduction: In recent years, environmental safety risks and major environmental pollution accidents have shown an increasing trend, causing major losses to the lives and property of the country and people. However, in this area, the monitoring instrumentation that plays a key role has been heavily dependent on imports. In the Twelfth Five-Year Plan, the State Ministry of Finance, the Ministry of Science and Technology, and the National Natural Science Foundation have invested RMB 5 billion to support the major national instrument and meter development projects.

In recent years, there has been a growing trend in ecological environmental safety risks and major environmental pollution accidents, causing major losses to the lives and property of the country and people. There are quite a few chemicals that are not routinely tested. We have studied very little and have a serious shortage of technical reserves. In the event of a pollution accident, our inspections will be caught off guard. Therefore, we should actively conduct all-round research, strengthen the accumulation of technical reserves and experience, and improve our response capabilities.

However, in this field, according to statistics from relevant departments, monitoring instruments and meters that play a key role are heavily dependent on imports. Monitoring equipment includes laboratory, portable, fast, online automatic detection systems and environmental monitoring vehicles. By 2009, there were 55,000 sets of monitoring instruments at one, two and three stations in China, including 25,000 sets of on-site detectors, 7000 sets of automatic detectors, 3,000 sets of emergency detection instruments, and 14,000 sets of laboratory analysis instruments. However, in the export situation of China's analytical instrument products in 2010, China’s imports of analytical instrument products were US$28.954 billion, an increase of 38.74% year-on-year; exports were US$14.278 billion, an increase of 34.01% year-on-year; of which scientific instruments imported US$15.73 billion, accounting for instruments. Instrument industry imports 45.6%, an increase of 35.23%.

In the past ten years, China's water, gas, and conventional online continuous automatic detection systems have made gratifying progress in the production of domestically produced, online automatic detection systems for waste water and smoke fumes that have been installed and operated more than 20,000 sets. However, the core technology is also subject to people, especially a large number of detection and analysis instruments (GC/MS, LC/MS/MS, ICP/MS, portable GC/MS, etc.) and environmental testing vehicles and their equipment are still dependent on imports. Their original value is very high. With a large proportion, we should vigorously strengthen the independent innovation and development of monitoring equipment, first meet domestic demand, and then go abroad to occupy a place in the international market.

In the Twelfth Five-Year Plan, the State Ministry of Finance, the Ministry of Science and Technology, and the National Natural Science Foundation have invested RMB 5 billion to support the major national instrument and meter development projects, including many testing instruments and meters, if there are eight special development mass spectrometers, fine particles, Ozone laser radar cars. We look forward to the modernization of China's monitoring instrumentation equipment as soon as possible with the support of policies.
