The Ministry of Environmental Protection last week issued the "Notice on Doing a Good Job in the Prevention and Control of Atmospheric Pollution in the Winter of 2013", which proposes to strengthen the pollution control of industrial enterprises and conduct comprehensive investigations on such enterprises as petrochemicals, chemicals, and other air pollutant discharge companies.

The first is to strictly control coal-fired pollution, strictly control the production and use of high-sulfur and high-ash coal, and regularly disclose information such as coal consumption, coal quality, pollution control facilities, and pollutant emissions. The second is to deepen non-point source pollution control, to greatly reduce the earthwork operations in winter construction sites, a total ban on straw burning, and vigorously promote the reduction of fireworks and firecrackers, during the holiday season in the event of adverse weather conditions, should take temporary limited discharge measures. The third is to intensify pollution control in industrial enterprises, conduct comprehensive inspections on petrochemicals and other air pollutant emission companies, and implement fixed, targeted, and assigned responsibility for pollution sources, so as to achieve all-weather, all-around, full-process, full-time, and full-coverage supervision. Encourage enterprises to arrange equipment maintenance and repairs in the winter, and to investigate and punish illegal environmental violations, such as stealing, stealing, and repeatedly investigating repeated violations. Alleged environmental pollution crimes shall be transferred to the judicial authorities for investigation of the criminal responsibility of the responsible person.
At the same time, a sound monitoring and early-warning system will be set up to encourage qualified regions to initiate the implementation of new standards for air quality monitoring in advance.
